PVE AFK Ban

Me and a friend jumped into starbase 24 and were flying around shooting and blowing up ships like we were suppose to and he got an AFK ban for doing what he was suppose to? Explain this to me cause if its something silly like he didnt do enough damaged than you need to change the system to something like if you arent in red alert for a certain amount of time then you get afk ban. Can someone explain what happened?
