Keybindable 5th action bar using F1-F10

Rebinding the F keys to the fifth action bar is necessary. I will never click on (nor can I, at 1440p resolution the buttons are too small anyway) abilities on an action bar, once it gets to that point I just prune away the less useful abilities. Unfortunately for STO, within the clutter I've ran out of abilities I don't need to use, and all 5 bars are in use.
Conversely less used is the F1-F5 party member selection keybinds, which I've used a grand total of 0 times even as a science captain with loads of heals, as the party interface is not only bigger, but closer to the area my mouse cursor is always in anyway. So I have no use for those.
