hi all.at present am at level 17 as a romulan. can i craft right from my ship?and where are the sector patrol areas where i can get more material out side of missions?

It should be possible to craft everywhere - even on mission - just open R&D tab and chose what to craft
(be aware, that you need to get some levels in R&D schools to get good thing - also the special projects
avaiable at level 15 of R&D schools - like Omni Beams - to use them you need to be level 50 at least - i think)

Sector patrols that reward materials are random - i think., But there are some DOFFs assignments that reward materials too...

I doubt the Level 50 requirement for special Crafted Gear will matter to you. You should be well above Level 50 by the time that you reach Crafting Level 15. You will need R&D Specialist Duty Officers to make the gear, though. You can get those the R&D Request at your Duty Officer Recruiter. For Romulans, I think that it is a console in at Romulan Command on the wall near the Bridge Officer Trainer. You can also get them from the Exchange, but you'll need a list of the Specialists' names which you can find here:

You can get materials from Duty Officer Missions as Saber said. Especially the Exploration and Science.

Check around the Sector Space Map. You can find derelict ships there between star systems that you can scan to gain materials. I believe that I ran across one a few weeks ago in to area where the Federation and Klingon spaces meet. I don't know if the ships have set locations or if they came and go on some schedule, but you can look to see it's still there.

Also at level 52 the admirality system will open - and most of my rare and very rare crafting materials are from there.

When leveling up a new captain, I primary get crafting materials from doing Exploration and Science Doff missions found in the "Current Map" section of the Duty Officer window, and also from mining dilithium.
