It hasn't been fixed yet in the main game, though it's available to KDF NPC's in the Foundry.
They're nice reskins, hopefully we'll get 'em soon (or at least eventually.)

Like the complete TOS KDF costume that is only available for NPCs it will never be fixed for players to get it. It wasn't sorted out at the time when there were issues with the TOS Gorn and Klingon heads unlocking (the costume was supposed to be unlocked at the same time in the same way) so it will never be sorted now. Cryptic have never gone back to fix a bug they've half fixed in the past.
Bodge it and call it a day, that's how it works for the KDF. Or if you're really lucky, they might fix it randomly four or so years later like they finally did with the B'rel not being able to use the B'rolth parts.
Norway and Yeager dammit... I still want my Typhoon and Jupiter though. JJ Trek The Kelvin Timeline is just Trek and it's fully canon... get over it. But I still prefer TAR.
