unable to do any fleet actions

I am unable to launch any of the current fleet actions on PS4. they simply don't show up in my PVE queue. for example, if i try to play "the big dig". I can set it as my primary mission, I can even fly to the planet and hail the USS Phlox. However when i look in my PVE Queue there is no mission called "the big dig" or anything close to it.
This is the same with "starbase 24" "slowing the Exeditonary Force" "breaking the planet" or "halting the Gorn advance"
Strangely it shows 2 "the big dig's one says "daily" one does not. The one that says "daily" tells me to fly to a sector of space that does not even exist to find the USS Phlox.
I am level 60 Also i have a case open with support who told me to go here. The Incident number is 170321-001249
