Any ideas on what the stats should be?

I don't think you can solve the problem of 'being Riker', though.

Just a quick note - ship equipment cannot be Faction specific. All sets have to be available to all factions in the interest of balance.

Were you not aware that there are currently 2x universal consoles using lt cmdr / cmdr Riker tactics?

1st one is the Antimatter spread from the Exploration cruiser refit, used when they were rescuing Picard from being Borg'd.
The 2nd one is the Metreon gas one from the Assault cruiser refit, used in the film Insurrection against two son'a ships.

Add a 2xpc console bonus for them and it's done.

Yeah - I'm quite aware of those... I think the joy here was simply having 25th-century engineers make sense of random bits of decades-old idiotic senselessness of Treknobabble-meets-hand-waving-mindless-imaginativeness.
