possible fleet bug

hello all, i get this message when im trying to add new members to the fleet
Error inviting to fleet: has reached full capacity. You must remove members to add new ones.
and the fleet im in has 200 members , am i doing something wrong or is it a bug thats being worked on?
and i apoligize if its in the wrong forum
