new special project?

being part of a small fleet even with armada assistance we are struggling to complete projects , but have amassed a lot of fleet credits that we cant use , how about a new special project that allows us to spend theses credits to up grade the base/holdings .say 30k credits for 1k increase in each base section or 20k in each holding section, this could be an option for fleets that have under 50 members and higher rewards for even smaller membered fleets?
