Where is the Build Tier 1 Starbase project located?

in Fleet System and Holdings
Ive completed the Science projects in tier 0 for 1000 xp. But no build project. Where is it located or do I have to complete Tactical, engineering AND science to get the T1 project?

    I assumed he wanted to upgrade the main/blue tier. You unlocked a science tier upgrade as I understood, and maybe only that yet.

    Do you have "upgrade available" in green while pressing on the science 1st tab?
    Or - do you have "upgrade available" in green while pressing on the main/blue 1st tab instead?

    -Starting this you can start a big upgrade to make the tier "for real". Once upgraded in science, for example, you have 1000 experience in main too and then can upgrade there. (An upgrade unlocked doesn't mean upgrade done already.)


    Note that I am not a pro by any mean.

    P.S.
    I have no idea where it should be located, not slotting any projects myself.
