Synergistic Restoration Bugged

The starship trait from the Herald Quas Flight Deck Cruiser is currently bugged. When out of combat, the trait works fine. Using a shield heal procs a hull heal over time. However when in combat, the trait hardly works and when it does, it was not even because a shield heal was activated and usually happens when I'm already at 100% hp, causing it to be useless.
