So, I must have missed this in a Dev Blog and noticed this power from STO Academy's skill planner. Checking it out from the exchange it looks interesting.

How is it acquired: Crafted? Dropped?

If you use it, then what are your impressions?

    Its aquired from the most recent Xindi Lockboxes..You can find it on the exchange also.
    I love it,just wish I could slot a higher one than the ensign..

    My sci's pvp build (horrendous investment in particle gens and aux power) gets about 1500 - 2000 per tick out of this (at level 3), it's very nice as a support for the destabilising resonance beam which is somewhat devastating alone.

    In terms of real applications, for an AOE focussed build I would use DEM, for a single target I would use this... Although with DEM at about 300 per hit (for me) and it applies to all weapons for 30 seconds (72000 damage with 8 weapons) vs 1500 - 2000 for 15 seconds (30000 with 2k for the starting number)... Hmm...
