Similar to the expertise contribution to reputation projects fleet projects suffer from dimishing contribution too.
A fleet project needing 80k expertise lets you contribute 4k at the first try then increasingly less. The last 1k expertise you have to contribute 25 expertise at a time.
In addition to above inconvenience you cannot contribute neither commodities nor duty officers.
