Idea to Buff Sci ships

We all know Cryptic loves to sell us new toys several times a year. My idea for the next lockbox console would go along with something you see in the various Trek shows.

When the Captian orders the Tactical officer to target the attacking ships reactor/core. This console would allow ships with sub-system targeting to have a change to hit the targets reactor for an insta-kill.
It would also boost the chance of knocking out the targets subsystem that is being targeted for say 2 min and cannot be cleared.
Granted for the PVP community this console would need to have a very low chance of the long cooldown sub-system disable and an very, very low change of hitting the core.
Just look what Commander Kruge in a BOP did to the USS Grissom, Or the Durass sisters did to the Enterprise D. They caused a warp core breach also.
All Im saying is lets discuss a buff to the sub-system targeting abilities. As tac and Eng toons most dont use them. Most all use TT1 for an Ens Tac ability.
Make a console that gives these abilities a good change of doing some real debuffing. Make it have a sliding scale of time offline. Make it tied to critd/crth. Each time your beam hits while you use a Target Sub-system ability if it crits you get a disable and the severity is how long. Anywhere form 0.02 seconds up to 2 min, up to total destruction.

Also this does not even need to be a console. As shown in ST3 it was an error by the BOP's gunner that caused the destruction of the Oberth Fed ship. So make it a group of Doffs. One Doff for each Subsystem. Each with a chance to do a 2 min disable. And one doff that has a chance to hit the Targets core with a Sub-system targeting attack.

    Hmmhmm pvp heads are going to stomp all over this n u can buff the sub system disable woth a skill on the admiral rank in ur skill tree most playrrs dont as it costs 3K for one point n only adds a small amount.

    Buff science ships....like the secondary deflector that is planned and being prototyped/tuned on the 4th anniversary ship?

    Or do you mean buff even more?

    1) Remove Subsystem Targeting from Science Vessels
    2) Apply a stiff Accuracy penalty to the Tac abilities (it's a called shot).
