The Voth heavy fighters are pretty bad about as bad as Jem'Hadar fighters were originally. They are extremely durable which helps but they simply might as well not be shooting with how much they do.
Buffs could be:
1.Add another launcher on its front. This would go a long way to helping them dps wise.
2.Swap out Beam overload on its advanced and elite versions for Torp spread or high yield.
3.Instead swap out overload for fire at will.
4.Higher tiers could use an additional beam array as well.
Voth heavy fighters have been brought up several times and most people seem to agree that these pets are bad.
They aren't Jem'hadar Fighter levels of bad (initial Jem fighter had a pulse cannon...and nothing else. You were lucky to get 200 DPS out of the things), but they are definitely lagging behind other flavors of pet spam.
Move the torpedo launcher to the front, increase the launcher's base damage, and give them survivability-and-healing skills instead of Emergency Power which seems to do absolutely nothing for them.
Their damage is pretty feeble because they barely ever use their torpedo launcher. If you look closely at them while they fly, voth heavy fighters fly broadside to their target so that their front and rear beam arrays can get a shot. The thing is, these are not the 700-damage-per-shot beams that frigates carry, they're the weedy little beams that fighters carry. They do get a pair of them, which helps, but doesn't really bring them up to the level of Peregrine/To'duj fighters and their non stop hail of photon torpedoes.
The Devs should switch the torp to a Wide Arc torp variant, similar to the one from the bulwark on these fighters so they can actually use their torpedo while they broadside.
are the elite versions any better? was thinking of getting a Bulwark to go with my other 2 voth ships.
The elite voth fighters are "better", yes. They rack up about as much damage as generic standard-issue Peregrines/To'duj, due mostly to their beam overload serving as a sort of underpowered torpedo.
They're still well behind other elite class pets and their abilities are still basically irrelevant.
Fighter in general need a little help. They've next to no hit points, so it means their carrier has to stay on top of maintaining their numbers. It also means that new fighters have to reach their target, which cuts into their DPS when they keep dying.

From what I gather, their longevity isn't the issue. It's their damage output. Their reputation is pretty bad in that regard.

IMO, stick the transphasic chroniton torp on them up front, and give them a mine version to drop on rear, similar to Slavers.
