Respecing, Starship Maneuvers question

Quick question about the Starship Maneuvers. It says it improves your starship's defense value. Is this all the time or only while you're moving. I know as you increase your impulse speed your Bonus Defense value rises and I'm assuming that this is what Starship Maneuvers affects, but I just want to confirm that.

UPDATE: Nevermind, I remembered I could test this on Tribble. Starship Maneuvers does affect Bonus Defense.
