How do I cast rank 9.. like what npc, etc. etc...

I have rank 9 nebulous.

- 1 x Mystic -
~ 1 x Barb ~
- 1 x Seeker -
~ 2 x Cleric ~

    Unpack mysterious merchant
    Craft GST Gen. Summers

    CS mog

    NW/catshop buy raps + cannies
    craft SWT Celest. General

    Buy R9 @ commander in chief. Make it 9.2 there too.
    Upgrade to r9.3 in warsong.
    Everything i write is from PvE perspective unless mentioned otherwise.
