I cant lvl up my manufacturing skill?

So my crafting and tailoring skill are lvl 3 and are 100% but i cant make it lvl 4. What should i do? I went to the elder already and clicked learn crafting skill but theres nothing. I also went quest related to the npcs but nothing. Im probably doing something stupid but wat is it?

    You need to do a quest for lvl 4, lvl 6 and lvl 8 crafting skills.
    Also, you will have to wait till you are lvl 50 to be able to learn lvl 4 crafting.

    When you hit 50, you'll get a system message that tells you which npc to talk to in order to get the quest. Better start stocking on mats, you'll be requested to make certain 2* items, and that takes a lot of mats, since you have to try and try again .

    2* items? And wat kind of mats do u mean? Like the one thats lower lvl and need purified oil and stuff or higher one that needs compound oil?
    Lol i dont want to grind agaain

    I meant 2 star items (in front of the name of the item you get 1-3 stars).
    It is explained in detail right here http://pwi-wiki.perfectworld.com/index.php/Crafting (scroll a bit down to find the proper crafting you wish to read up on).
