Last Troop Daily quest???

How the heck do I do this quest? I have been running around Dragon Pond for 2 days in Primal and Story modes and nothing. My friend said she thinks there is supposed to be a popup. I even kept my eyes peeled for any soldier, and nothing.

I have searched this forum, I have googled, and now I'm at my wits end.
Don't make me go into BYTCH mode...

    NPC is at 382,626 either in primal or story mode (both good)
    (I think all you have to do is to go speak to him)
