How to get to lvl 2 Tailor?

There are no lvl 1 items to tailor. They all start at lvl 2. How do I get to lvl 2 tailor?

    At the very least, you should be able to level your crafting 1 -> 2 in the starter cities by crafting stuff at the tailor, for example this to progress the skill.

    And then actually leveling the skill.​​
