Consume & Devouer pet skills

I recently aquired a nix and was wondering how to set it up properly.. after reading up on some skills my attention quickly fell to Consume and Devour... i don't see them for sell at the npc in arch and was wondering how effective they are in pvp they sound pretty but then agin so does roar for pve .. what are their recasts? How are they obtained?

    Only available from chests in the Tuesday Dragon Temple event, or from AH from people who got the skill books there.

    I've never seen anyone seriously recommend getting those skills. The cooldowns are 30 seconds each according to the Wiki.
