I use a trick I use on an other game seem to work for now.
I wanted to get rid of arcOSoverlay has I don't use it.
Got to the exe folder, rename it to .old and copy the original name.
Make a new notepad document and rename it with ctr+c, click yes to acept the extention change to exe.
right click the new note, got to the securuty tab, click button at bottom to edit, should have 3 line there.
click each line and click edit, chose deny, repeate
then unclick the inheritance and click remove, save with ok and go back.

if the game is running ( it was in my case )
Kill the arcosoverlay.exe, should not restart.

I tested a restart with arc and lanch the game whit no trouble.
2 less program running in background :3

Did the same with arcChat.exe, Arc lanch fine.

Will see on next update if it cause trouble, has removing the 3 security access to the file should prevent the updater from updating those file.

That's why I rename them to .old.

Also I went in services manager and disable arcservice. last update crash but I started the game from double clicking elementclient.exe and it
fix the problem and arc started.

I would turn OSbrowser also but you won't be able to use arc to see web content.
