Emperor's Cruise?

The "Winter Events" page says to go to the Penguin-mart shopkeeper and get quest called Emperor's Cruise, but I don't see the shopkeeper (supposed to be in Frigid Bay). I liked this quest in the past. Have the moved the NPC or not doing it even tho it says they are? I did a few searches but didn't find anything on this, and I asked in faction and in world chat but got no responses.
