First time I'm installing PWI on new laptop with Windows 10, What the hell? I even rebooted it still the same thing, no other PWI/ARC process runs in task manager.

Did you exclude the Arc/client folders from the antivirus software? Files are likely locked.

Also, don't forget to take ownership. I discuss that in the Win10 sticky.​​

I'm having the same issue on Windows 7. All I did was uninstall arc a few days ago. I go to download it again today, and I'm getting this same error. I've been playing PWI on this computer for years.
