I hate to admit it, but I really loved the castle game from NWN2, even though it really could have been much better. I think that might be really interesting to have the option to actually buy real estate in the game, and tax the land, have sort of a little sim game, have shops that you take profit from who sell things based on how you run your land/people..
It wouldn't necessarily have to be within the city of Neverwinter, but could instead be an up and coming little town down the road a piece so to speak, that other players could visit, trade in, and even take quests and get into trouble with. In fact, that might be a great place to launch some of your UGC actually.

That was in fact my favorite part of NWN2 was the castle/keep guardianship. I'd love to see something similar or even more complex in this game.
