Cannot Decline or Dismiss Artisan applications

Just had todays' update (23/7/19) and when looking at the applicarions for Artisan's I have the message "You cannot Decline or Dismiss the artisan".


This forces the player to accept the Artisan.
The player CAN Manage Companions and dismiss the companion from there.

Problem is on the "Dismiss" button on the Artisan Application Screen.
