[PC] No Pity No Mercy does not generate Soul Sparks on bosses

While playing my warlock hellbringer with No Pity No Mercy Class Feature I noticed it sometimes (usually boss fights and heroic encounters) does not generate Soul Sparks at all. Since it is kind random, I could not replicate it easily, but it did happen twice at the dragons in The Well of Dragons. It did happen with other heroic encounters though.

    I had this issue, but not just with rebuke. I did have that feature spotted, but Eldritch Blast stopped generating any sparks as well. Problem is real but not sure if NPNM is the culprit or why it would interact with other atwills.

    This happens to my warlock as well, and I have not been able to pin down the reason. Seems to strike against boss mobs, quite a bit during ME's. And it usually starts with hellish rebuke for me, but when it starts happening the other at-will powers won't generate them either.
