Artisan changes level when accepted or when coming in and out of the Application tab

So as im looking at applicants to see if they are bette than what I have I'll go into it and the artisan will be a certain level,
I had a Level 40 jeweler as an applicant, I went to check to see if it was better than what I had so I accepted it and then when I go to accept it, its now Level 39, I accept it anyway, but now its Level 15. Like what the heck
