TR: Blood Soaked Blades Does not Work!

Problem
My minimum damage with this skill should be way higher than 0 for every use of the skill and based on the feats description the damage type caused is also incorrect!

Path of the Executioner
Base Weapon Damage for Main Hand is 977-1,194
Base Weapon Damage for Off Hand is 977-1,194
My power rating is 26k (rounded down)
My armor penetration rating is 83% (rounded down)
My Blood Soaked Blades Rank is 4 with the feat (32% of weapon damage)

“Blood Soaked Blades (feat)
If a foe you have damaged in the last 5 seconds dies you gain Blood Soaked Blades for 10 seconds. This causes your attacks to deal 8/16/24/32/40% of your Weapon Damage as bonus Physical Damage.

This is from combat I just did today! 02/12/2019 although it is the same log message for all combat with anything!
