Siege Event Bonding Runestones Bug

Good afternoon,

When in any Siege Event instance when my companion attacks my Bonding Runestones are not triggering properly.

Typically the cooldown on my Icy Terrain drops to 6 seconds. In the Siege Event my cooldown is about 9 seconds. My other encounter power cooldowns are slower as well.

    Don't forget, you're level 60 in the Siege instances. If you are being scaled-down from 70, it's probably working as intended.

    If it's "working as intended" then every other zone where I'm a different effective level is broken. This only happens in Siege.
