Vote kick system flawed

Hi,
After spending an hour in FBI and 20 mins at the campfire before last boss, we had to abandon the run. The reason being 1 tank who didn’t move into the summon ring.
Here is the thing, none of us could kick him/her/it (not assuming any genders here).
Every time we tried to kick, nothing happened. It weren’t on cool down and we were as mentioned well over an hour in.
