Generational acheivement

in Bug Reports (Xbox One)
I recently started a second character and levelled it up to 70, I then realised that even though I had the achievement for 2 LVL 70 toons, I hadn't unlocked the generational achievement- getting 2 toons to LVL 60.
I have tried restarting the game, and restarting the Xbox, it's just not acknowledging it.

    I also leveled up a 2nd toon to 70, and the achievement didn't pop.

    I was in an Artificer's Workshop instance when I hit 60, and I was running a TR.

    Very disappointing, as I specifically leveled that toon for the achievement.
