Primal Weapons

Since we had no answer in any other post I'll open a new one hoping for a response.

Actually primal set bonus proc when you are at full hp with over-healing and/or even if you're not hit at all.

Is it a bug? Is the set WAI?

Please tell us, so we can invest on it or not.
