[PC] unusual connection issues

So, starting today, about 30 mins to an hour ago, I started experiencing pretty bad connection issues. As in, 3000+ ping constantly. I contacted my ISP 4 times in total, and they said they fixed it. Last time I called, I checked my speed, and it was exactly how it should be - 15 MBit down, 1 up.
Started thinking "oh well, this is gonna finally work". I start up the game, load my character, and then, oh look, 3000+ ping. I checked my download speed again, and the ping went up, DL speed went down. I recorded some moments I had today if you need me to post them. I restarted my modem, speed went to 12/0.8 what's still fine I guess, started up neverwinter again a few times, and every time it went down severely. I tried loading another few online games I play - and they have shown no issues whatsoever.

Any ideas what this may be? I have literally never had any similar kind of issue.
