Chultan pack

Hi I'm a new player to the game and i recently bought the chultan pack.
My problem is the mount.
I got the mount on one of my characters, but I can not buy the mount on some of my others, why is that??
Can someone help me ?

    It’s possible the mount is bound to character and not account.

    I'm not aware of any Chultan packs for sale. Just the free one for PS Plus NA users and those items were one 30 day VIP, 1 mount and 1 mask per account.

    If you did actually buy one, could you tell us if it was PS store or Zen and exact name, then we can look up the details.
