Trans Shadowclad Broken

Well it states that we are supposed to get 10% added to Deflect Chance and 4% Damage Resist when we get hit... up to 8 stacks and then the Daze etc.
Well have a look at my clip... it shows it does not add 10% to Defect Chance at all, in fact it looks to me like it is less than 1% per stack... As for Damage Resist this does not go up by 4% per stack either.
If I am wrong here please let me know, or explain to me what the heck the Shadowclad is supposed to do!!
I am pretty sick of stuff being broken now.

This clip I in-equip my Companion and I in-equip the Trans Shadowclad in combat, then equip it again. You can see it does not work like the tool tip states.

But it does not increase Damage Resist by 4% a time though!
