Cleric- Divine Fortune Doesn't Work

Non-damaging abilities should build Divinity, but it doesn't. I used to be able to use Astral Shield and Bastion of Health to build it up between fights, but now it's broke.

    Just to clarify for others, divinity from Astral Shield if Divine Fortune is slotted does work during combat.

    You can even test it with Trade of Blades dummies if you use a combat pet to keep you in combat.
