cta medallions of honor

so doing cta solo. tons of medallions are rewarded. going in a group almost never. I know when you have a lot of people attacking it's supposed to be distributed and so you won't see as many, but I'm seeing none and I'm top of the leader board every time. Sometimes by a lot, even when I'm in a group and no one else is around (like they're on the other side of the map fighting another cluster) i'm getting awarded none..

is this WAI?

the only time I've seen one in group play is very occasionally on mog I'll get awarded a single medallion.
