potion of power rank 9, +1 not working

As the title says Potion of power rank 9, +1 currently is not working at all. It will not apply any buff to power, or a buff icon. It will however overwrite another potion, essentially removing the effect of the previous potion but NOT applying a new one.
The regular potion of power rank 9 works correctly, just the +1 version is a fail.
