teneberous and Tactical Enchantment bug

Current as of april 29, 2019 The teneberous enchantment a) does not proc ever and b) Multiple types dont stack to get the 30% (This was an issue on Preview and have not been able to test it since it no longer procs.

Tactical Enchantment cannot be slotted into a Utility slot but can be slotted in either defensive or offensive slots.

Keep working hard the balancing is starting to look good. (just not the Maze Engine lol)
