Can New Character Access Existing Account Wide Mount

I bought a mount from the Zen store which was account wide. so far, so good. Then I made a new alt and she doesn't appear to have access to the existing account-wide mount. Is this correct? My new character is now level 25.

    If I remember correctly, you purchase it for free in the zen store.
