Legendary Adolescent Deepcrow Mount Power Does Not Work

1) Log in to a level 70 Hunter Ranger
2) Enter combat with any critters on/at any level
3) Use "Deep Crow Shriek" Legendary Mount Power
4) Stun or other powers do not work
Observed Result:
Nothing at all, even in combat log (have video for proof if needed). No stun or no extra power or CA
Expected Result:
"You harness the power of a Deep Crow releasing a shriek as you strengthen in battle. For 10 seconds, you gain 7.5% Power. Your shriek stuns enemies around you and grants combat advantage against them for 4 seconds."

A premium, top of the line, Legendary lockbox reward, is and always have been seriously broken, and for how long?
6 months or more, since it was broken at launch on PC as well.
