Retrieval Operation will not complete.

GM Chroma told me to post about the bug I encountered here.
Started the quest (Retrieval Operation) on Valentine's Day and couldn't complete it. Did everything I needed to in Mount Hotenow, grabbed the egg, climbed the ladder, and arrived at the Protector's Enclave to go turn in the quest but I can't and the quest step is telling me to go back on the airship and back to Mount Hotenow and redo all the steps again, which I've done to try and get it to work every day multiple times, it's even spread to my other characters.
Was told to wait for a patch since it's console but that'll mean missing out on a bunch of grind especially since I'm doing the new character for the Recruitment event.
