Artifact does not work as intended & described

My empowered illusionist mask, when used seems to be behaving like the old version of the illusionist mask.
I’ve described the problem in detail multiple times to tech support when I submitted a ticket and they said I should submit a bug report here. This is frustrating because I have an item that is described to have certain passive stats & effects when used and it is not working as described. That alone should be enough to fix it.
The sad thing is I had upgraded it fully to mythic before I noticed there was a problem. I need the artifact to behave as described.
At mythic level the *EMPOWERED ILLUSIONIST MASK should do the following:
28537 damage to enemies causing them to take the form of a lesser creature, increasing damage against them, while they are changed, by 15% for 15 seconds.
With the following passive stats:
1000 Power
1000 recovery
600 action point gain.
^ That is NOT what I’m getting. Instead my character is changing & doing minimal damage and I no longer trust the passive stats to be accurate. I never used my illusionist mask before trading it for the empowered version but I assume it’s behavior would have been similar.
DEVS, PLEASE FIX THIS!
