[Mod 15] Reworked Shatterstrike is Terribad

So the Mod 15 reworked Shatterstrike (Oppressor CAPSTONE) is this:

"Whenever you deal damage to a frozen target, you have a 20% chance to shatter them. Shattered Foes are stunned for 5 seconds and lose health equal to 250% of your weapon damage.

If a target is immune to being frozen, they will instead by affected by Frostbite. Frostbite consumes all stacks of chill to lower the amount of damage a foe deals by 25% and causes them to take damage as if they were controlled. Frostbite lasts for 8 seconds and can only be applied once every 12 seconds.

Additionally, your control powers deal 33% of your weapon damage against control immune targets and your chill stacks have their duration increased by 3 seconds"

Firstly, I've underlined the main thing wrong with this. For a Capstone, it is supposed to increase damage, but this capstone REMOVES ALL STACKS OF CHILL. There is something wrong with this when the Class Feature 'Chilling Presence' is supposed to synergize with our control/freezing capstone, instead, it removes all buffs associated with this feature. Furthermore, it screws over other CWs in the group that rely on Chill Stacks to boost their damage. Now, CW guides recommend not choosing this capstone if they spec into Oppressor! Terrible, terrible ...

Next thing, running ACT on this mess, Shatterstrike only does about 3% of my total damage output. Three. Percent. This is worse than one of the armor drops from Chult or Barovia which multiplies by 3% damage. Because this Capstone reduces damage on control-immune targets when it removes Chill! Worse than an epic piece of gear! For a capstone that is terribad!

Finally, against Control-Immune targets you need to now use a Control Power to do additional damage, when in Mod 14 it was any power against a target with a control effect on them. It should have remained this way. Right now, 33% of your weapon damage is laughable, considering most weapon enchants do much more. Case in point, Unparalleled Prominence does 70% of weapon damage on EVERY power (not just control powers on control-immune targets!). This CAPSTONE requires you to use a CONTROL POWER against a CONTROL IMMUNE TARGET for THIRTY THREE PERCENT WEAPON DAMAGE. WHOOPEEE!!

I just hate seeing what was once a useful capstone be relegated into this wordy, useless, negative-buffing mess. It leaves the CW with only one useful capstone: Chaos Magic. People are advised not to use the 1 point to get this Capstone when speccing Oppressor because it is that bad :astonished:

Assailing Force is the other capstone no self-respecting mage would touch with a ten-foot pole, but that's another story ...
