(Bug) Destructive Wizardry does not Proc At All

Destructive Wizardry, the Storm Spell exclusive Thaumaturge feat, is currently not working at all on preview or on live.
The damage buff of the described feat is not being applied at all.
(fired the first hit of Magic Missiles, charged up a full Storm Pillar. Re attacked with first hit of Magic Missles, then waited, then re attacked with first hit of Magic missles to see if the numbers lied. Done with a naked character with 0 Power and no damage boosting feats save for Blighting Power and Malevolent Surge. Used a 1000 fixed damage weapon).
Additionally, the icon of the feat does not appear on the player's buffbar (probably because the buff isn't being applied).
@frozenfirevr could you please escalate this to the devs?
