Trying to refine cogs. The refining process consumes my cogs but does not give me the next tier one.

    Even though I did restart the game yesterday, that did not resolve the issue then. Today the issue went away and I am now able to refine cogs.

    Was it successful? Although the success rate is 95%, it can still fail.
