Common Cause - Are all quests gumped up?

I reported issues with Heart of Fire and Workshop quests being broken and not being able to advance.
Since the new stuff was messed up, I decided to go back to my main and quest to get my boons done. Doing Common Cause and going to Ice Peak to fix their wagons and the wagon wheels are not sparkling even though my quest list the quest as pending.
I even rebooted my PC and went back to PO and back to Ice Peak but still the same thing.
Now I have 4 alts that I cannot advance because the quests are all gumped up.
