Is it just PoP that makes Hellbringer the only Paragon for Templock?

or is it more than just that?

Since I am approaching 70 (68 atm)I switched from SB Templock(which I was really enjoying thus far, albeit clearly not in any high-end content yet), to HB Templock, because literally everything I have read states that a Templock simply HAS to be a HB, so i figure I may as well get used to it. but I'm not enjoying HB anywhere near as much as I did SB.

I am wondering if that is just because of PoP, or is a lot more to it than just that one skill that the SB does not have access to.

It pretty much is. The party wide buff from the base power and more so with P9H helps offset the DPS issue and when you add the Temptation benefits, is a core reason why someone asks for SW now. SB Tempt or HB Fury is only half the way and in the current climate, SW needs to bring party buffs or gets left at home.
