[PC] How to turn off textures?

Is there a console command or command in the Gameprefs.Pref file, with which I can turn off the world textures in the game. Leaving only light and polygons. Is it possible?

Boa noite senhores!
estou com um problema com meu neverwinter no xbox pois a dois dias n to conseguindo jogar
o jogar fica em roll back e nao consigo jogar passei mas de 50 min com o prestador de servico da internet
e foi constatado que o problema seria de comunicacao com o servidor do jogo
uma vez que todos os outros online esta normal já nao sei mais o que fazer para corrigir esse erro
alguem ai do suporte poderia me ajudar?

I wanna play like old good q3, and concentrate on my mates and enemies. And this will be helpfull for my old old cpu)

In-game console commands /++highdetail or /highdetail 0 and /highdetail 1 can turn the “draw high detail objects” off (and on). It doesn’t remove all textures though, just some.

I am not aware of any way to remove or replace all textures but would be interested if you find
