Ray of Frost not following the target

When I cast Ray of Frost, the target point stays at the location where the monster first was when cast. It still does normal damage, but the endpoint of the Ray doesn't visually track the moving target.

Edit: it looks like it may be affecting other powers too, but they are so short-lived that it's less noticeable.
